How We Began
Zagime Management Authority Ltd. (ZMAL) was established on July 16, 2016, as a limited partnership created to lead the business and economic development efforts of the Zagime Anishinabek First Nation. Independent from political governance, ZMAL was formed to focus on building sustainable, long-term prosperity for the Nation through strategic entrepreneurship, land development, and investment.

Since our formation, we have remained guided by a mission to create meaningful opportunities, build wealth, and reinforce community well-being. Our early ventures laid the groundwork for growth in key sectors including fuel and retail, land leasing, food service, senior care, and economic infrastructure. Today, we proudly stand as a multi-faceted business entity with an expanding portfolio and an unwavering commitment to Indigenous-led development.

Four Horse Developments
Four Horse Developments Ltd. (FHDL) is a limited partnership mandated to create economic opportunities for the Zagime Anishinabek through the development and acquisition of businesses in compliance with the Four Horse Developments Limited Partnership Business Charter and Limited Partnership Agreement. We are, as well, the economic development arm of the First Nation based in Regina, Saskatchewan.
